The Saudi Contractors Authority (SCA) held a two-day workshop for contractors and project owners to introduce the Unified Qualification Program through the Unified Qualification Portal. The program is an integrated digital ecosystem designed to assess and qualify contractors based on a structured methodology and enhance their technical, financial, and administrative readiness, contributing to improved project delivery quality and supporting the objectives of Saudi Vision 2030. It also aims to advance contractors’ capabilities and enable their continuous development toward higher levels of professionalism and future readiness.

The program consists of two main stages. The first is Activity Qualification (Licensing), which includes verifying commercial registration and registered activities, confirming the availability of qualified personnel, and passing competency assessments. The second stage is Technical and Financial Qualification, during which contractors are evaluated based on their previous experience, quality and safety systems, financial capabilities, and local content. The results are then used to determine their level of readiness and provide tailored recommendations for further development.

The program offers contractors a range of benefits, including greater opportunities to compete for high-value projects, improved qualification and readiness levels, customized development recommendations, and the ability to build a recognized professional profile accessible to project owners.

For project owners, the program provides an electronic portal through which they can review the profiles and information of qualified contractors, helping them engage contractors with a high level of readiness, reduce the risks of project delays or poor quality, and ensure compliance with approved technical and administrative standards.
