E-Participation

The Saudi Contractors Authority provides electronic channels that enable those interacting with it to share opinions, suggestions, and feedback, and to participate in surveys and consultations related to its services, initiatives, and matters within its remit.

Participation aims to understand needs and challenges and draw on the expertise of those working in the contracting sector, helping to improve service quality and support decision-making, in line with the principle of beneficiary centricity in the Authority’s work.

Who Can Participate

Contracting establishments and individual contractors.
Owners, developers, consultancy firms, and service providers involved in the building and construction ecosystem.
Government entities, the private sector, nonprofit entities, and partners.
Specialists, experts, researchers, and those interested in the contracting sector.
Beneficiaries of the Authority’s services and the general public when a topic is open for public participation.

The target audience is defined separately for each topic, and participation in certain topics may be limited to specific groups.

Participation Channels

Digital Consultations: Presenting topics or initiatives to gather feedback from relevant groups within a specified period.
Surveys and Questionnaires: Measuring satisfaction, identifying needs, and evaluating services.
Suggestions and Feedback: Receiving feedback and referring it to the relevant departments within the Authority.
Service Evaluation: Sharing opinions after completing a service through digital channels.
Social Media: Raising awareness, asking questions, and monitoring public engagement.
Virtual Meetings and Workshops: Focused discussions with specific stakeholder groups.
Email and the Contact Center: Receiving and directing contributions and inquiries.

The Authority may introduce new channels, modify how they operate, or discontinue any of them.

Clarity: Explaining the topic, purpose, duration, and target audience of each participation opportunity.
Fairness and Inclusivity: Providing accessible participation opportunities for relevant groups where feasible.
Neutrality: Wording questions and content in neutral, non-leading language and evaluating contributions based on their relevance and quality.
Privacy: Protecting participants’ data in accordance with applicable laws and regulations.
Documentation: Retaining and analyzing contributions and using them to support development activities.

Participation Guidelines

Participants should observe the following:

Comply with the laws of the Kingdom of Saudi Arabia and the Authority’s approved controls.
Ensure contributions are relevant to the topic and written in clear, objective language.
Avoid abusive, defamatory, hateful, threatening, inflammatory, or otherwise inappropriate content.
Do not infringe intellectual property rights, privacy, confidentiality, or any other rights of third parties.
Do not include personal data, financial data, or confidential information that is unnecessary for the contribution.
Do not include advertisements, commercial messages, unauthorized promotional content, or harmful links.
Do not impersonate any person or entity or provide misleading information.
Do not submit duplicate contributions or flood channels with identical or irrelevant content.
Use the designated channels for individual complaints or objections when public posting is inappropriate.

The Authority may, at its discretion, decline to publish, hide, or delete a contribution, in whole or in part, if it violates these guidelines.

How We Handle Contributions

Receive contributions through the announced channel within the specified period.
Review contributions for compliance with the guidelines and refer individual cases to the appropriate channels.
Categorize and analyze contributions, identifying recurring topics and actionable suggestions.
Present findings to the relevant departments within the Authority for consideration in accordance with their mandates and priorities.
Publish a summary of findings or actions taken when appropriate.

Participation supports decision-making. Receiving or publishing a contribution does not create any obligation to adopt or implement it or to respond to each contribution individually.

Privacy and Data Protection

The Authority collects the minimum data necessary to manage participation and explains the purposes of its collection and use. Data is not shared for purposes beyond those specified unless there is a lawful basis for doing so. When results are published, aggregated or anonymized data is used unless otherwise permitted.

Accessibility

Participation forms are designed with consideration for ease of use on mobile devices and with assistive technologies where feasible, with attention to clear instructions. If you experience difficulty participating, you may contact the support channels to arrange a suitable alternative.

General Notice

Contributions represent the views of their authors and do not necessarily reflect the views of the Authority. Participants are responsible for the accuracy of their content and for holding the rights necessary to publish it.

The Authority reserves the right to manage content in accordance with the guidelines above and applicable laws, including declining publication, making editorial changes that do not alter the meaning, or deleting content that violates the guidelines. It may also use contributions and findings for analysis, improvement, and publication in summary form, while respecting privacy and applicable rights.

The Authority is not liable for any interruption or technical malfunction in participation channels or for any consequences arising from contributions not being received or being delayed.
