The Saudi Contractors Authority (SCA) concluded an official visit to Paris, France, on November 20–21, 2025, led by Chairman of the Board Mr. Mohammed bin Abdulaziz Al-Ajlan. The visit featured a series of meetings and engagements with leading international organizations in the contracting and infrastructure sectors, aimed at strengthening the global presence of the Saudi contracting sector and supporting the objectives of Saudi Vision 2030.

The Chairman participated in a Board meeting of the Confederation of International Contractors’ Associations (CICA) as part of the Authority’s efforts to build effective international partnerships and support the sustainability and growth of the contracting sector. The SCA delegation also attended CICA’s General Assembly, where technical committee reports and working group outcomes were reviewed. The delegation also delivered a comprehensive presentation on the Saudi Contractors Authority and the ongoing developments within the Kingdom’s contracting sector.

Mr. Mohammed bin Abdulaziz Al-Ajlan also held a bilateral meeting with the President of CICA to discuss prospects for cooperation and enhanced coordination between the two sides. The meeting addressed challenges facing contractors, the importance of adopting modern construction technologies, and the role of innovation in improving project delivery quality and developing contractors’ capabilities.

The SCA delegation also met with the Regional Director of NEC, where discussions covered the advantages of FIDIC contracts and their role in providing greater clarity in risk allocation and improving project delivery efficiency. The two sides also explored future opportunities for cooperation to support the adoption of modern contractual models in the Kingdom.

During the visit, H.E. Fahad bin Mayouf Al-Ruwaily, Ambassador of the Custodian of the Two Holy Mosques to the French Republic and the Principality of Monaco, received Mr. Mohammed bin Abdulaziz Al-Ajlan, Chairman of the Saudi Contractors Authority; Eng. Abdulaziz bin Naif bin Tuwaili, Vice Chairman; Mr. Saud bin Wardi Al-Oqaidi, Board Member; and the accompanying SCA delegation.

The delegation also held a meeting with the Sustainable Infrastructure Foundation, during which the SOURCE platform and its role in enhancing project readiness, governance, and risk management were presented. The two sides discussed opportunities for cooperation to improve the efficiency of project preparation and implementation stages in the Kingdom.

The Saudi Contractors Authority also participated in CICA’s international conference, “From Vision to Reality: Building Resilient and Dynamic Cities Together,” where the Chairman spoke during a session addressing the future of cities and the role of innovation in advancing the contracting sector. He presented an overview of the significant transformation taking place in the Kingdom’s contracting sector and highlighted the Authority’s efforts to empower contractors and enhance their capabilities.

The visit concluded with a meeting with the International Federation of Consulting Engineers (FIDIC), during which priorities for developing legal frameworks and contract governance were discussed. The meeting concluded with the signing of a Memorandum of Understanding aimed at strengthening cooperation, facilitating the exchange of expertise, and supporting the development of standard contracts in accordance with international standards.
