The Saudi Contractors Authority (SCA) and the Saudi Water Authority (SWA) today launched the “Unified Qualification Program for Water Sector Contractors” for Saudi Water Authority projects. The launch was attended by H.E. Eng. Abdullah bin Ibrahim Al-Abdulkarim, President of the Saudi Water Authority; Mr. Mohammed bin Abdulaziz Al-Ajlan, Chairman of the Saudi Contractors Authority; and Mr. Abdulmajeed bin Mohammed Al-Rashoudi, Secretary-General of the SCA.

The program aims to strengthen institutional integration and enable the private sector to participate effectively in water infrastructure projects across the Kingdom. Its launch also marks the implementation of the Memorandum of Understanding previously signed between the two authorities.

The launch ceremony included the official signing by representatives of both authorities. The Saudi Water Authority was represented by the Vice President for Capacity Building and Communication, while the Saudi Contractors Authority was represented by the Senior Director of Licensing.

H.E. Eng. Abdullah bin Ibrahim Al-Abdulkarim stated that the partnership forms part of the Saudi Water Authority’s broader efforts to collaborate with relevant entities in empowering the private sector. He noted that the program represents a significant advancement in regulating the specialized water contracting sector and reflects the Authority’s approach to establishing a qualification framework based on clear technical standards that ensure high-quality project delivery and enhance contractors’ competitiveness.

Mr. Mohammed bin Abdulaziz Al-Ajlan, Chairman of the Saudi Contractors Authority, emphasized that cooperation between the two authorities represents a model of institutional integration in developing specialized qualification programs for a vital sector. He added that the program was designed in accordance with professional best practices and focuses on technical standards, governance, and regulatory compliance, thereby enhancing contractors’ professional readiness and strengthening the reliability of project delivery.

He further noted that the initiative falls within the mandate of the Saudi Contractors Authority to regulate and develop the contracting industry and build distinguished implementation capabilities.

The program is designed to provide a package of services and facilitations enabling contractors to obtain “prequalification” based on rigorous technical assessment criteria. This provides the Saudi Water Authority with a highly reliable indicator when implementing construction projects in partnership with the private sector.

The initiative also aims to enhance competitiveness and transparency within the contracting sector and ensure that development works and strategic projects are delivered in accordance with the highest quality standards, while contributing to the development of local expertise in water-related construction and building activities.

The program provides a unified platform bringing together Saudi Water Authority projects, thereby expanding investment opportunities for contractors. Participation in the implementation of the Authority’s projects requires contractors to successfully complete the program in accordance with its core qualification criteria.

In this regard, the Saudi Contractors Authority invites contractors interested in benefiting from the program to access the “Muqawil” platform, navigate to the “Ertiqa Portal,” and complete the required information to begin the prequalification process.

The Saudi Contractors Authority is responsible for regulating and developing the contracting industry, building distinguished productive capabilities, and providing digital services through the “Muqawil” platform to support the development of the sector and its workforce. The Saudi Water Authority, meanwhile, works to manage and develop the Kingdom’s water resources in accordance with the highest international standards of sustainability and efficiency.
