SCA Chairman Eng. Zakaria bin Abdulrahman Al-Abdulqader thanked King Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz, and Minister of Finance Mohammed bin Abdullah Al-Jadaan following the decision to apply Articles 13 and 14 of the Government Tenders and Procurement Law.
He said the decision would support competition, sustainability and high-quality business practices in contracting, in line with SCA's strategy and Saudi Vision 2030.
Al-Abdulqader highlighted its role in promoting integrity, fair treatment and equal opportunities for bidders, while encouraging innovation and addressing sector challenges.
He also praised coordination between SCA and the Ministry of Finance on proposed amendments to the law and its implementing regulations, including consideration of the Authority's recommendations.
The decision sets conditions for requests to adjust contract prices under Article 68 for works and purchases tendered or contracted before the law issued by Royal Decree No. M/128, dated 13/11/1440 AH, took effect.
The law must apply to the contracting entity and the contracts concerned when the government entity submits the claim documents to the committee specified in Article 86. The price-adjustment claim must not already have been registered with the committee specified in Article 78 of the earlier law, issued by Royal Decree No. M/58, dated 4/9/1427 AH.
Under the decision, Articles 13 and 14 of the law issued by Royal Decree No. M/128 apply to works and purchases tendered or contracted before it took effect, for the purposes of implementing the decision.
