Under the patronage of Mr. Mohammed bin Abdulaziz Al-Ajlan, Chairman of the Saudi Contractors Authority (SCA), and in the presence of H.E. Eng. Saleh bin Ibrahim Al-Rasheed, Chief Executive Officer of the Royal Commission for Makkah City and Holy Sites, the Saudi Contractors Authority signed a Memorandum of Understanding (MoU) with the Royal Commission for Makkah City and Holy Sites to strengthen cooperation in the contracting sector and enhance the participation and capabilities of contractors in development projects across Makkah.

The MoU aims to facilitate the exchange of information and data on approved contractors, strengthening integration across areas of mutual cooperation. It also seeks to establish specific objectives for the Contractor Qualification Program, which is designed to develop contractors’ capabilities and enable them to deliver projects in accordance with the highest standards. The agreement further includes activating the Royal Commission’s qualification program through the Muqawil platform, as well as joint coordination to organize forums, seminars, workshops, and specialized exhibitions related to the contracting sector.

The cooperation reflects the commitment of both entities to supporting the objectives of Saudi Vision 2030 by developing and empowering the contracting sector as a key pillar of sustainable development, particularly in Makkah, which is witnessing the implementation of major projects aimed at serving pilgrims and Umrah performers while achieving the highest standards of quality and excellence in infrastructure and public facilities.

The Saudi Contractors Authority seeks to regulate and develop the contracting industry, build distinguished productive capabilities, encourage innovation, and strengthen communication among stakeholders across the sector. It also works to create a secure and enabling environment that serves project owners, contractors, industry professionals, and other stakeholders.
