The Saudi Contractors Authority is expected to officially launch its Standard Contracts and Advisory Services initiatives in the coming weeks. They aim to regulate and support contracting and make it an attractive investment environment aligned with Saudi Vision 2030.
The standard contracts will be fully digital through a dedicated service on Muqawil. Integration with National Single Sign-On will verify the contracting parties, helping combat commercial concealment and promote transparency and fair competition.
The initiative also aims to reduce stalled projects and provide ways to settle disputes, limiting the need to go to court where possible.
Project owners will be able to rate contractors. These evaluations are intended to improve service quality, strengthen competition and encourage better performance.
SCA said the contracts would simplify agreements between contractors and project owners, particularly individual citizens. Clearer terms will protect rights and reduce disputes, helping projects finish sooner.
The contracts are designed to be comprehensive, clear and easy to use, with defined responsibilities. They cover the requirements needed to carry out work properly and avoid overlap between clauses, specifications and conditions.
The Advisory Services initiative targets small and medium-sized contracting establishments facing management, technical or operational challenges. These difficulties can affect performance, project delivery and quality. SCA carried out a comprehensive study to identify the advice contractors need.
