Deputy Minister of Municipal and Rural Affairs and Housing Eng. Abdullah bin Mohammed Al-Budair attended the closing meeting of a study on transforming contracting into an industrialized sector. SCA Chairman Eng. Zakaria Al-Abdulqader and representatives of public and private organizations also participated.
The study sets out a transformation roadmap and proposes regulatory and enabling measures across three complementary areas.
The first examines international transformation experience and proposes regulations that encourage and reward establishments using industrialized construction technologies. It also seeks to move work from sites to factories where possible. This area produced seven initiatives and three proposals to update procurement rules.
The second area focuses on developing the contracting sector. It produced 12 initiatives to help businesses make the transition in a sustainable and attractive way.
The third establishes governance standards for contracting businesses. It provides tools to build resilient organizations that can operate effectively, grow and adapt to changing conditions.
Al-Abdulqader said SCA invited 18 organizations to help manage and review the study's outputs. More than 25 other organizations shared their expectations and views. The resulting roadmap includes 19 initiatives and a comprehensive business governance guide.
Together, the three areas support modern technology and a shift toward factory-based production. This can improve control over quality and quantity, reduce costs, speed production and strengthen safety standards.
SCA works to regulate and develop contracting, build productive capabilities and address sector challenges. Its Muqawil platform also provides electronic services for contractors and their workforce.
