The Saudi Contractors Authority was established under Council of Ministers Resolution No. 510, dated 23/11/1436 AH, marking a new phase of change alongside Saudi Vision 2030. Its development and regulatory plans aim to build capabilities, raise standards and create a safe contracting environment that attracts skilled people.
SCA worked with ministries, public authorities, public and private project owners, individuals, banks, suppliers, project management teams and contractors across different specialties to identify challenges and stakeholder expectations.
This analysis produced 34 initiatives for a world-class contracting ecosystem. They were incorporated into a three-year strategic action plan based on best practices and cooperation with the organizations shaping the sector.
The Authority established four internal committees to coordinate with the Ministry of Labor, Ministry of Finance, Ministry of Municipal and Rural Affairs, and Saudi Council of Engineers. They analyze challenges together and develop suitable solutions.
Early this year, SCA selected its headquarters in northern Riyadh and began preparing the premises. Its founding team of ambitious Saudi professionals launched Muqawil, the Authority's first platform for registering contracting establishments.
The platform helps users find and contact officially registered contractors. Further services will be added as it develops.
SCA also prepared sponsorship programs to attract strategic partners and provide benefits for registered members, their employees and families.
In developing these partnerships, the Authority prioritized contractors and their workforce. It believes an attractive working environment will directly support the Saudi economy. Partnerships that benefit all parties provide a basis for lasting cooperation and building the future with confidence.
