To ensure flexibility of work and ease of responding to the changes on the scene, SCA was divided into three main sections that are integrated with each other to move SCA and each department stands alone to perform a specific function. SCA was divided into organizational section concerned for organizing the sector, service section concerned with providing services to contracting sector and third sector for supporting and concerned with management of internal work of SCA.

SCA has given organizational and service sections priority and special importance because they are related directly with the most important element in the equation, it is the contractor. Therefore, a Vice Secretary General was appointed to take over these two sections and ensure speed and flexibility of the move to respond to the demands of the sector.
